What is SEND Futures Kingston?
SEND Futures Kingston is the name for the ongoing work to transform the way in which support for children and young people with special educational needs and disabilities (SEND) is provided in Kingston.
What is the latest progress?
The Council, Achieving for Children, Health services and schools have produced a Kingston SEND Transformation Plan. This Plan sets out how we will collectively improve SEND services in Kingston.
The Plan builds on feedback received through a consultation we ran during December 2018, January 2019 and July 2020.

In April 2021 the Council commissioned the Local Government Association to complete a Peer Challenge of SEND Services in Kingston. Their Feedback Report is now available and can be viewed here (PDF).
Learning from this Peer Challenge will be incorporated in the next update to the SEND Futures Plan.

These changes were endorsed by the Council's People Committee on 17 June 2021.
These changes are:
Section 4 of the Plan titled “Our financial context and ensuring value for money” has been updated to reflect the closing position for 2020/21 and the impact of the Safety Valve Agreement.
The draft Key Performance Indicators have been removed from the main body of the Plan, altered, and are now included in Annex 2.
The title page and notes on the Contents page have been updated, including the end date becoming 2025/26 to reflect the Safety Valve Agreement, and page numbers altered.
The term Autistic Spectrum Disorder / ASD has been replaced by the term Autistic Spectrum Condition / ASC. This follows feedback received at the SEND Partnership Board from a young person about the connotations of the word “disorder”, and the preferability of the word “condition”.

This version of the SEND Futures Plan includes highlighted content relating to the recommendations of the Education Commission whose findings were considered by the Council in June 2019.
July 2020
In July 2020 the SEND Partnership Board considered a draft updated version of the SEND Transformation Plan previously approved by the Council in Feb 2019. This draft update can be found here:Draft Kingston upon Thames SEND Futures Plan 2020/21 to 2024/25 - July 2020 (pdf)
The draft will be considered by Schools Forum in September 2020 and by the Health and Wellbeing Board and Council committees in the autumn. We invited comments / feedback on the draft throughout the summer and asked that these were received before 15th September 2020.
